Gail Nordheim Consulting LLC
Gail Nordheim has over 30 years of experience helping organizations to improve their quality and cost-effectiveness. She established Gail Nordheim Consulting LLC in 2008. Following is a partial list of positions and projects exemplifying her experience.
Planning and Evaluation:
- Led major Operational Planning Initiative for NorthernBridges, Hayward WI.
- Developed statewide methodology for practice improvement in child welfare programs. The methodology has been adopted by the Wisconsin Department of Children and Families for use throughout the state.
- Worked with the Wisconsin Department of Health Services (DHS) to evaluate quality management approaches in home and community based long-term care programs and to develop a quality management model that meets the intent of federal and state law. The model has been incorporated into DHS contracts with long-term care programs.*
- Developing the “WALA Diamond Accreditation Program” to measure and improve assisted living provider quality.
- Led seminar on “Measuring Your Organization’s Performance” for the LIN Center for Community Development in Ho Chi Minh City, Vietnam.
- Developed and presented "DHS 83 Outcomes and Measurable Goals" training for assisted living providers.
Business Process Improvement:
- Led team reviewing operations of a major developmental disabilities services provider, resulting in first-year cost savings of over $2 million along with improved service quality.*
- Led team reviewing finances and quality of care at a large nursing home, resulting in elimination of a major operating deficit and improved service quality.*
- Designed and implemented comprehensive quality management system for NorthernBridges, Hayward WI.
- Coordinated “Single Coordinated Care Plan” (SCCP) project for Milwaukee Division of Behavioral Health. The SCCP has become integral part of AODA service programs for families with multi-service system involvement in Milwaukee County.*
- Developed “WALA Quality Compliance Worksheets” to guide assisted living providers in developing efficient processes for regulatory compliance.
Working Effectively with Government:
- Senior-level positions in State Government, including Deputy Administrator of the Wisconsin Division of Animal Health.
- Director of the Dane County WI Department of Administration, with responsibility for county budget, human resources, information technology and other internal operations
- Managed a $630 million Medicaid nursing home budget for the Wisconsin Department of Health Services. Coordinated a major rewrite of the Medicaid Administrative Code.
- Led “Doing More with Less” seminars for Wisconsin county human service departments.
- Developed and presented : “Practical Approaches for Regulatory Compliance and Improving Efficiency” (WALA 2010 conference).
- Consultation with individual assisted living providers on regulatory compliance issues.
International Programs:
- Presented an invited seminar on Child Welfare Quality to the Family and Child Protection and Welfare Branch of the Singapore Ministry of Community Development, Youth and Sports
- Presented seminars on “Measuring your Organization’s Performance” and “Running Effective Meetings” for the LIN Center for Community Development in Ho Chi Minh City, Vietnam.
