Gail Nordheim has over 30 years of experience helping organizations to improve their quality and cost-effectiveness. She started Gail Nordheim Consulting in 2008. From 1999-2008, she provided long-term care and human services consultation through The Management Group (TMG).
Assisted Living experience:
- Consultant for the Wisconsin Assisted Living Association (WALA)
- Author of the "WALA DHS 83 Quality Compliance Worksheets" and “WALA DHS 88 Quality Compliance Worksheets”
- Developed and presented WALA "DHS 83 Outcomes and Measurable Goals" training
- Developed and presented : “Practical Approaches for Regulatory Compliance and Improving Efficiency” (WALA 2010 conference)
- Contributor to WALA CBRF DHS 83 training
- Contributor to WALA CBRF Administrator training

Family Care Experience:
- Consultant for NorthernBridges Family Care
- Planning for formation of the Family Care MCO
- Coordinating development of the successful RFP which led to NorthernBridge’s approval as a MCO
- Contributing to MCO certification process
- Designing and implementing comprehensive Quality Management system
- Facilitating NorthernBridges provider forums
- Leading WALA Family Care Forums throughout Wisconsin
- Managed "Quality Close to Home" initiative for the Wisconsin Department of Health Services (DHS). The initiative's recommendations now form the basis for quality management requirements under the Family Care program

- Managed quality assurance program for Medicaid Home and Community Based Waiver programs (COP-W and CIPII) for Wisconsin DHS
- Comprehensive reviews of nursing home and developmental disabilities programs at North Central Health Care, Wausau WI

Child Welfare Experience:
- Developed quality improvement methodology for Child Welfare programs, in use throughout Wisconsin
- Provided consultation to the Wisconsin Department of Children and Families on Child Welfare System Redesign
Behavioral Health Experience:
- Coordinated “Single Coordinated Care Plan”(SCCP) project for Milwaukee Division of Behavioral Health. The SCCP has become integral part of AODA service programs for families with multi-service system involvement in Milwaukee County
- Coordinated development of “ROSA” personal experience outcomes interview tool for WI Division of Alcohol and Drug Abuse Services
- Led study of mental health costs and expenditures throughout Wisconsin
- Analyzed behavioral health service programs for North Central Health Care, Wausau WI
International consulting:
- Presented an invited seminar on Child Welfare Quality to the Family and Child Protection and Welfare Branch of the Singapore Ministry of Community Development, Youth and Sports
State government experience:
- Senior-level positions in State Government, including Deputy Administrator of the Wisconsin Division of Animal Health
- Served as analyst responsible for a $630 million Medicaid nursing home budget for the WI Wisconsin Department of Health Services; coordinated development of Medicaid nursing home reimbursement methodology
- Coordinated major rewrite of the Medicaid Administrative Code

- Former Director of the Dane County WI Department of Administration
- Led “Doing More with Less” seminars for Wisconsin county human service departments
- Consultation with county governments on long-term care, substance abuse, child welfare and mental health programs
